「政黨及其附隨組織不當取得財產處理條例」12日起將正式生效，民進黨、國民黨間的黨產攻防戰將正式展開！國民黨本計畫將黨產往800名黨工散去，但行政院林全表示，「黨工權益」並非規避黨產條例適用的尚方寶劍，若政黨、附隨組織或受託管理人支用不當黨產，不僅違反條例所定禁止處分的規定，財產移轉依法也不具效力，可依法裁罰，「各界切勿心存僥倖、以身試法。」
林全表示，行政院已加快腳步協助「不當黨產處理委員會」成立的相關籌備工作，從委員會的選址到組織架構的規劃都有相當進度，盼能在最短時間內協助委員會到位，開始進行黨產調查、處理。
對於國民黨計畫透過預支薪水的方式，將黨產分散至800名黨工身上，林全強調，政黨公平競爭是民主國家的基本精神，政黨應該以黨費、政治獻金、競選經費補助等合法手段，規劃黨工權益，而非以不當黨產來支應黨工薪資或退休金。
林全指出，「黨工權益」並非規避條例適用的尚方寶劍，若政黨、附隨組織或受託管理人等於條例施行後支用不當黨產，不僅違反條例所定禁止處分的規定，財產移轉的行為依法也不生效力，委員會也將依職權調查並依法處分、裁罰，呼籲各界切勿心存僥倖、以身試法。
即將出任不當黨產處理委員會主委的顧立雄強調，不當黨產公告實施後，國民黨不當黨產就要凍結處分。他表示，如果國民黨是履行正當法定義務，員工薪水不會受影響；若支付員工薪水的資產，日後被認定為是不當黨產，未來一定會被追繳。
根據國民黨104年度向財政部申報的財產資料，除了辦公業務費，最大支出就是人事費用，而當中又以支付退休黨工18％退休金為最大宗。未來退休黨工的18％可否繼續支付？顧立雄表示，退休黨工不是公務員，「依據什麼支付18％？國民黨必須要講清楚。」
對於民進黨將全面開戰，國民黨文傳會主委周志偉批評，黨產條例的立法目的聲稱是要為了創造政黨公平競爭的環境，「但林全的邏輯卻背道而馳」，依他的邏輯黨產條例是要讓國民黨無法履行法定義務發放員工薪資，阻擋在野黨正常運作，「目的是讓民進黨成為唯一的主要政黨，破壞台灣的民主體制，完全是民主倒退。」
